This means he should be constantly supervised, unless he's outside going potty or somewhere like his crate. Pooping is a very distinct behavior, so if you see him start to crouch, clap or say "Hey!" loudly to interuppt him. Then immediately carry or lead him to the place where he should be doing it. When he finishes, give him a treat and praise. If you catch him too late, pick up the mess and put it outside where you want him to go - that often helps trigger the "Ohhhh....THIS is where I should do it!" moment in their mind.
