Dog Has Forgotten How To Be Dog?

My sister is staying with me. She adopted her dog from another family in November he is 5 years old. He is a lab x greyhound and was spending 12-18 hours a day crated (24 hour day).
My two dogs are very use to being in a regular pack and having all kinds of animals in the house.
My sister’s dog seems to have forgotten how to be a dog. He’s OBSESSED with balls, he “gives paw” ALL THE TIME, he’s not well trained, he’s not really good around his food, but all other behaviours are submissive to ALL humans. He still drools around the cats and whines, he’s been here for 6 weeks now. He demands attention, even shakes when he doesn’t get it.
I’ve been trying a lot of things with him, I’m very inspired by Caesar Milan personally. He now is ok with my little dog, but still only so so with my big dog.
Suggestions?
yes, they were introduced over time and getting use to being in each other’s houses before they came to live here. he is fairly well exercised.

    AHH!! some people should never have pets..maybe you should have to get a license to have a pet!!
    Anyway I think this situation is going to take a lot of patience and time!
    I really would suggest looking into a very experienced dog trainer to help you, you dont want to make the situation worse.

    actually its better to retrain a dog when its gets to a new place. he may be feeling insecure.

    This dog sounds like it may not have been socialized and was imprisoned for much of its life. You should start reading up on positive training. Try searching dogs and “nothing in life is free”. Find some “work” for the dog, which should include basic obedience.

    Dogs, like human beings, also have personalities. There are some peculiar people so there are also weird dogs. The reason why your sister’s dog is a bit antisocial comes from a lot of factors. The fact that he is adopted may signal abuse from the previous owner. Show the dog that he is appreciated and loved as a way of therapy, if nothing happens for a few weeks, I recommend going to a dog specialist.

    What behavior are you trying to get from him? I’m not sure what the issue is–that he guards his food, that he won’t play with the dogs, or that he whines if you don’t give him attention?
    As for food guarding, I would NOT recommend a Cesar Milan approach. Growing and fear biting is not something you can cure with leash corrections.
