It's too cold to expect dogs to be outside. It doesn't matter if you've put hay in there - let your dogs come inside - it's cruel to make them stay out there.http://www.paw-rescue.org/PAW/PETTIPS/Do…

We have two working dogs and we have many before hand. They sleep in an outdoor kennel and run at night and are in the garden in the day if they are not working. Dogs are built to live outside, they werent always pets they will be fine. We get loads of old blankets etc (PDSA have loads for pennys) or old bed duvets, carpets and stick it all in their den at the back of the run. They arent daft, if they are cold or want to they will go in there. Dogs will not sit somewhere if they are not comfortable they will do this of their own accord... either way if they use it or not they will be happy with whatever they are doing

Since they are crate trained is there any reason why you can't bring them in the house during very cold weather? They'll be much happier with you than out in a yard.
