This tells your dog that is all right to use the bathroom in the house. You're trying to tell your dog that it is all right to pee in the house as long as he pees on his potty pad. To your dog, though, there isn't any differences from the potty pad to your kitchen floor or carpet. Start taking him outside. If you live in an apartment where getting outside might be hard, take him out on a porch or terrace so he gets the idea that he was to go outside to relieve himself. He has no idea where his wee is landing, so give him more room to aim for.
