That would help a lot. Training will help too, but it sounds like you need to train the people in your household not to let her outside unless she is on a leash. Pet shops have heavy duty leashes. Also sounds like she needs more exercise, daily long walks or dog parks. If you can't provide those things for her, perhaps rehoming her would be a good idea. Always have her favorite treat in your pocket and try callin her all the time in the house. Treat her when she comes. Then get her in an enclosed outside area and keep doing the same thing.
