Get a quality pinch collar and learn how to use it.
Use a short lead; stay half a step ahead of your dog with him at your side.
As another dog approaches tighten the lead / collar, say uh-uh, no, or something similar, stay very calm and keep walking. Praise praise praise him when he co-operates. Let him know that YOU are in charge and unconcerned. Practice practice practice.
Try an obedience class to socialize him with other dogs and people as well.

it’s a way of showing their authority over other dogs. and try to use up his energy by playing with him. and sometimes dogs need to socialize with their kind. other kinds just scare the others so it’s not advisable to get them together especially when they feel threatened by the other.

Get a gentle leader harness, the one that goes on the head. You will have much better control over the dog, and it will not cause any harm. Taking an obedience class would be a great idea, whether at a store or private lessons in your home, having a trainer work with you and your dog in person will be the best and most effective way to teach him to stop barking. Sometimes the classes at petco or petsmart are small, sometimes one dog even. I work at one of those stores, and our trainer is amazing. Find a trainer that used positive reinforcement, it may take a little longer for the dog to catch on, but it is definately the best method.

Your dog is afraid when the dog bark at him he is not barking. The other dog didn’t bark and yours barked.

There is a show on animal planet called the dog whisperer. Caesar milan hosts it. he has great ideas on your particular problem. A correction when he starts barking is appropriate. To do this you will give a sharp tug at his leash and keep walking. If he continues you can tap him with your foot you don’t have to kick him just a tap.

Go to the pet store and get some “grannick’s bitter apple spray”. Each time your dog barks, open his mouth and spray some in. It tastes horrible, but doesn’t hurt him. Dogs are smart. He’ll learn to stop barking.
Also, you can have one on one training coaches.
